Bangkok is Sinking Under the Sea

via Thai Photo Blogs by Richard Barrow on 11/17/08

Bangkok and neighbouring provinces are at risk of being swamped as sea levels rise, according to warnings at the recent Intergovernmental Panel on Climate Change meeting. The capital rests about 3½ to 5 feet above the nearby gulf, although some areas already lie below sea level. The gulf's waters have been rising by about a tenth of an inch a year. But the city, built on clay rather than bedrock, has also been sinking at a far faster pace of up to 4 inches annually as its population and factories pump some 2.5 million cubic tons of water out of its aquifers. This compacts the layers of clay and causes the land to sink. The capital could be under the sea as early as 15-20 years. These pictures were taken at Samut Prakan this morning as high tide flooded the city center. There has been no rain for the last several weeks. (Richard Barrow/ThaiPhotoBlogs.com)

Authorities Crack Down on Human Trafficking in Kawthaung

Burmese authorities have arrested hundreds of people and shut down several hotels in the border town of Kawthaung as part of a continuing effort to curtail human trafficking into Thailand, according to local sources.

Around 200 would-be illegal migrants have been arrested each day in Kawthaung, opposite the Thai town of Ranong, according to the sources. At least six hotels have been closed for their alleged involvement in human smuggling.

A source close to Burmese officials said that Maj-Gen Khin Zaw Oo, the military commander of Tenasserim Division, ordered the closure of the hotels, including the Shwe Kawthaung, Han and Htun Taunt hotels, two days ago.

Two men suspected of involvement in human smuggling activities were also arrested on Wednesday, the source added.

Most of those arrested were sent back to their places of origin, according to Maung Tu, a Kawthaung resident, who noted that the authorities have become increasingly stringent about monitoring population movements in the area.

“Even if a relative comes to visit us, we have to file a full report with the authorities,” he said.

Kawthaung is one of the main border crossing points used by Burmese migrant workers looking for jobs in neighboring Thailand. Around 500 people illegally enter Thailand’s Ranong Province from Kawthaung each day, say local residents.

Despite the recent anti-human trafficking campaign, human smugglers continue to help hundreds leave the country on a daily basis, said one resident who questioned the effectiveness of the recent crackdown.

Efforts to stem human trafficking in Kawthaung have increased since April, when 54 Burmese migrant workers suffocated to death in a container truck while being transported to the Thai resort island of Phuket.

Burma’s ruling military regime has often been accused of failing to prevent the exploitation of its citizens by human smuggling rings. A US State Department report released in June 2007 said the regime has not done enough to stop human trafficking, particularly of women and children.

The report said that a growing number of Burmese women and children face sexual exploitation, forced labor and indentured servitude as street beggars as they leave the country in search of work.

There were about 740,000 migrant workers from Burma registered with Thailand’s Department of Employment in 2006. An estimated 1 million Burmese migrant workers are believed to be working without permits in Thailand.

Meanwhile, Burmese authorities arrested 385 drug traffickers—317 men and 68 women—in July, according to the state-run New Light of Myanmar on Wednesday.

Myanmar junta detains cyclone-affected "boat people" (Extra)

Bangkok - The Myanmar navy has arrested 65 people, including 15 children and 20 women, who attempted to flee the country's cyclone-hit Bogalay township, a Myanmar pro-democracy group said on Sunday.

The boat-load of people were arrested on June 2 near Zardatgyi Island west of Kawthaung town by Navy Ship No 517, according to the Network for Democracy and Development (NDD) group, which is based on the Thai-Myanmar border.

'They left Bogalay by boat on May 24 aiming to take refuge in refugee camps at Thai border,' the NDD said in a statement.

The 65 people had reportedly lost their belongings and homes in Cyclone Nargis that hit Myanmar's central coastal region on May 2-3, leaving at least 133,000 people dead or missing.

One month after the storm, unknown thousands have yet to receive emergency aid, with many of them residing in remote coastal enclaves in the Irrawaddy delta, according to international aid workers.

'This is the first-time we heard that the cyclone victims take risks to leave their villages by boats like those from Vietnam, Laos and Cambodia in the past,' said the NDD.

Millions of so-called 'boat people' fled Vietnam and Cambodia during after 1979, in the aftermath of a short Chinese invasion of Vietnam to teach Hanoi a lesson for invading Cambodia the same year to topple the pro-Beijing Khmer Rouge regime.

The resulting political turmoil prompted more than a million Sino-Vietnamese to flee southern Vietnam on flimsy boats to Thailand and other non-communist countries in South-east Asia, while a similar land and sea exodus occurred in Cambodia of people seeking to flee Khmer Rouge rule.

Myanmar, which has been under military dictatorships since 1962, has been the source of constant outflow of political and economic refugees since 1988, when the army cracked down on a pro-democracy movement in a massacre that claimed an estimated 3,000 lives and resulted in the imprisonment of thousands.

More than 1 million Burmese currently work in neighbouring Thailand as illegal or semi-illegal labourers, while hundreds of thousands reside in temporary border camps awaiting resettlement or a return of stability to their country.

Cyclone Nargis may now be prompting another exodus, as thousands go without proper emergency assistance in the Irrawaddy delta, a situation many blame of the government's reluctance to facilitate a full-fledged international emergency assistance program in the storm-battered country.

'More victims will come out until and unless there is immediate and effective rescue and relief program,' said the NDD.

There are reports that at least 100 cyclone victims from the delta or Yangon have travelled to Mae Sot, a Thai border town, to seek assistance, according to the Irrawaddy Magazine, a monthly published outside Myanmar that monitored Myanmar-related issues.

Crime Against Humanity?

Ref - Posted by ကိုထိုက္ at May 31, 2008

Aung Lin Htut: :In 1998 May, I was in Tanintharyi division, Kawthoung city. We were based in the TaTatGyi Island, but for a front line they based in the Christie Island. That island is the water border between Burma and Thailand. When I said we, I meant together with Lt General Kyi Min from Navy. Now he is retired and served as secretary in the veteran organization. Another one is General Myint Swe, he is from Air force and now retired and another person is General Thura Myint Aung and currently he is responsible for SPDC south west command commander. These 3 people are from Army, navy and air force and Senior General Than Shwe arrange as (Ka Ka Kyi) for joint military force in TaTatGyi Military Base.

The station responsible for TaTatGyi base is Lt-colonel Mg Mg Tint. And Kawthaung base military operational Commander is Colonel Zaw Min. At the moment he is working for Ministry of Energy and general secretary of USDA. Under his commend , Commander in chief are Ka La Ya Lt Colonel Soe Tint and Lt Colonel Win Zaw.

Colonel Zaw Min and his commend were arrest 59 civilians, which include 3 years old girl and a woman who recently gave birth to a child. They are the normal civilians who use to live around the island and lived from cutting wood from forest.

But at that time the regional commander General Thiha Thura Sit Maung. He issued the statement 144 which not allow civilian to live in the island. I assumed at that time, they might be send back to Kawthoung and take action or taking the action under the immigration law. I believed they were arrested in April. In may, we received the order from the Military Headquarter in the middle of the night. The reason how we know _ I got that information from Lt General Kyi Min. Again he received that order from Ka Ka Kyi General Myint Swe via wire to execute all those civilian. He told all of us to carry out that order.

VOA: :Why?

Aung Lin Htut: :It’s difficult to give reason why? These are defenseless civilian who hasn’t got any weapon to attack us. I was very sad. These things shouldn’t happen to them but as an army officer I witness and experienced the whole atrocities.

Lt General Kyi Min told all of us, and as a staff member I had to listen. When Kyi Min told that order there were thura Myint Aung, mg mg thit and Myint Swe were there. And then thura Myint Aung said, that’s order comes from above, we must carry out as it is. But Myint Swe is a religious person and he said we should double check with the order where it comes from? Because when that order came, it was around 21:30 and normally general Maung Aye is drunk by that time. This order must be come from him because he was drunk!

So Lt General Kyi Min decided to double check with headquarters after he listened to these two points of view. And order not to pass it on to their staff.

Next day morning, he received the information from headquarter as that order came from Than Shwe and not from Maung Aye.

VOA: :Is there any chance to change that order?

Aung Lin Htut: :No not a chance. At that time General thura myint aung is senior than Colonel Zaw min and Colonel zaw min carried out the order. As far as I know, the army killed all these 59 civilians at the shore of that island and buried there. If you go and excavated, you will find the remains.

VOA: :So is that order was carried out by colonel Zaw Min and his commend?

Aung Lin Htut: :Yes, Colonel Zaw Min and his two commanders in chief were carried out that order. I still have some photos in my office in Rangoon. At that time together with Zaw Min, military intelligence Colonel Myint Oo, now he is in prison and he took these pictures secretively. He gave back to me when I went back to Rangoon. I took it and when I arrived to the office I shown it to general Kyaw San and after that kept it in my cabinet. I don’t know is still there or not!

VOA: :Is there any further discussion within military General?

Aung Lin Htut: :This is the minor incident for them. Since 1997 they instructed us to kill every one including child carried by a woman. That order was carried by General Maung Bo. This is official order carried out by mouth, especially when we are in battlefield.

VOA: :Which area?

Aung Lin Htut: :These order are carried out especially in Karen state, Mon state, Shan state and Tanintharyi division. These are the area they regards as brown area. Mainly these killing occur because of the force relocation from the military. Local’s villagers didn’t want to move and army force people to move in these methods.

VOA: :So that massacre in Christie Island was witness by you (U Aung Lin Htut)?

Aung Lin Htut: :Yes, that killing of 59 civilians is not the only one. After that incident one or two days later, there was a Thai fishing boat from Arakhan state coming down to Tanintharyi region. That fishing boat is legally registered in Arakhan port. That boat is going to Ranong to export their catch that boat came closed to Christie island. I am not sure 304 or 305 navy-ship but commander in chief is Aung Gyi. And they reported to Lt General Kyi Min and he passed that report to headquarter. Headquarter instructed the navy ship to kill all these people on that boat. They killed all 22 Thai people on Christie island. And they burnt down that ship in the sea. It took a week to sink that ship. So it’s all together 71 civilian.

VOA: :Is there any problem with Thai authorities?

Aung Lin Htut: :No, but nobody knew. Burmese general order in that region they instructed us to clear the area. They don’t want anyone alive and they officially said it. But these kind of action began from 1996… uhm….97 and carry on till today.

Aung Lin Htut is an ex-Military Intelligence, from Burmese Army. He now lives in USA.

DEATH-TRUCK TRAGEDY : Burmese survivors sent home

by WIMOL NOOKAEW Bangkok Post
RANONG : Fifty-six illegal Burmese workers who survived the cold-storage death truck tragedy last month were sent back to Burma yesterday.

Their destination was Kawthaung islet opposite Ranong province.

The workers were among 66 Burmese survivors, 10 of whom are being held as witnesses in court proceedings in Ranong against the people who smuggled them into Thailand.

A total of 54 of 121 illegal Burmese immigrants travelling in the back of a cold-storage truck suffocated while being smuggled to Phuket from Ranong on April 9. Six Thais have been charged in the tragedy that shocked the nation.

Ranong governor Kanchanapha Keeman, provincial police chief Pol Maj-Gen Apirak Hongthong and senior officials yesterday took the 56 Burmese survivors, who had been detained at the Ranong immigration office for a month, to a pier in tambon Paknam, Muang district, where they boarded boats to Kawthaung islet.

Each was given two sets of clothes and other necessary items by the World Vision Foundation.

Upon their arrival in Burma, they were immediately taken to a home for the elderly on Kawthaung islet which had previously served as a hospital.

One Burmese survivor said he was glad to be allowed to return home. Before the tragedy, he had travelled from Moulmein in southern Burma before being smuggled into Thailand with the other job seekers. He vowed not to sneak into other countries again looking for work. He said the April 9 death-truck tragedy had been a nightmare.

A volunteer and interpreter at the World Vision Foundation said the remaining 10 Burmese survivors held as witnesses were four children and six adults. Most, particularly the youngsters, one boy and three girls, cried after being told they would have to remain in Thailand as witnesses. They said memories of the April 9 tragedy still haunted them.

A source said Kawthaung officials had come to an agreement with local Thai authorities that they would not take legal action against the 56 Burmese survivors after they were returned home.

Previously, human rights advocates had called on Thai authorities to treat the case as human trafficking, not just illegal migration and allow the survivors to take the smugglers to court.

Thais invited to help build deep-sea port at Tavoy Burma

Bangkokpost 6/05/2008
Burma has invited Thai investors to help develop a deep-sea port in Tavoy to open trade and investment links with western Thailand.
The invitation was made by Burmese Prime Minister Gen Thein Sein during his talks with Prime Minister Samak Sundaravej, said Transport Minister Santi Prompat.
During his recent official visit to Thailand, the Burmese prime minister said Burma would set aside about 100,000 rai of land near the planned Tavoy deep-sea port to be developed as an industrial zone to accommodate energy-related industries such as petrochemicals and refineries.

Mr Santi said construction of the deep-sea port in Tavoy would cost about 40-50 billion baht, while at least another 100 billion baht would be needed for developing the industrial zone.

PTT Plc, Thailand's oil giant, has shown an interest in setting up an oil refinery in Burma, where natural gas reserves were abundant, said Mr Santi.

If the refinery was built there, PTT could supply refined oil products to Thailand through pipelines.

India and other countries were also interested in investing in the Tavoy deep-sea port project.

Mr Santi said the area earmarked for the deep-sea port was close to many provinces in Thailand including Kanchanaburi, Phetchaburi and Suphan Buri.

The government was ready to support both Thai and foreign investors in setting up industries in those provinces, Mr Santi said.

He admitted that investments in Thailand were slow due to red-tape and other obstacles, including protests by activists, which also drove away foreign investors.

Commenting on progress on the planned Pak Bara deep sea-port project in Satun province, Mr Santi said Dubai has unconditionally offered 10 million baht to the ministry's Office of the Transport and Traffic Policy and Planning to conduct a feasibility study of the project on the Andaman Sea.

Dubai has expressed interest in the project, said Mr Santi, adding that investors from Dubai and other countries would be invited to join the bidding.

Meanwhile, a group of activists said they would check whether the Phu Nam Ron forest in Kanchanaburi province would be affected if a road linking Thailand with the Tavoy deep-sea port project was built through the forest.

Kanchanaburi conservation group president Pinan Chotiroseranee said in principle her group had no objection to the Tavoy deep-sea port project as it was built in Burma.

However, the activists would check whether the planned expansion of the Yetakun-Tavoy road near the border in Kanchanaburi would cut through the forest.

She denied that protests by activists had affected industrial growth, saying the activists would not oppose development projects if they were necessary and beneficial to the country.

Sea Gypsies Accept God and a New Life

Christianity has taken root in Phang Nga and Ranong, raising eyebrows

Prime Minister Surayud Chulanont is in Ranong today handing out temporary identity cards to more than 200 Phang Nga and Ranong people. Many of those identity cards stipulate the holder’s religion as Christian.

There has been an unprecedented rise in conversion to Christianity in the region since the 2004 tsunami.

Before the disaster, Christians numbered between none and about two in every 100 people in Phang Nga and Ranong.

From The Nation, published 21 January 2008:

Although census records have not been updated, provincial officials say mushrooming numbers of new churches evidences the rapid rise in Christianity in their provinces.

Most of the residents receiving their new identity cards today are sea gypsies who converted to Christianity in exchange for tsunami aid.

This is common among many villages wiped out by the waves more than three years ago, here and in countries like India, Sri Lanka and Indonesia.

“Previously, sea gypsies never identified ourselves with any religion, but many of us have become Christians. That’s the only way we could get help,” Suparb Pramongkit said.

“We were as hard hit by the tsunami as everybody else, but we had no access to help from our government because we could not prove our citizenship.

“The Christian Church of Ranong came in and offered us immediate aid and now permanent new homes.”

Suparb is a community leader and known as the messenger from God of the Christian Church of Ranong. It built a new settlement on Koh Chang, about one hour by boat from mainland Ranong.

After the tsunami, Pastor Sien Buaget of the Church of Ranong raised money from American foundations to buy land and build a new church and houses. So far, 31 sea-gypsy families who lost their homes and boats to the tsunami have moved there from all over Ranong.

Unlike in Indonesia, and some other countries with religious tension where both state and secular groups closely monitor aid-tied recruitment of new converts, Protestant churches operated freely in Thailand.

Some government officials are reportedly unhappy with their activities, but Ranong senior provincial clerk Palad Mon said local authorities did not interfere. The churches have deep pockets and their help is seen as a means to improve the quality of life of the poor, chiefly the ethnic sea gypsies, most of who are landless and lack education.

“We are still debating if we should have Christian on their temporary IDs, because we don’t know what Bangkok might say,” she told The Nation yesterday. “We’ll decide after a meeting with our provincial governor later this afternoon.”

Sien said he was well aware of the controversy surrounding Protestant churches’ use of tsunami relief aid as a recruitment tool. But he has never encountered an incident in which his motives have been questioned.

“You go ask the villagers and they can tell you I help everybody, not just Christians. I never talk religion unless people ask me. But, when asked, I’m a pastor and it’s my job to tell them the message of God. Conversion to Christianity is totally voluntary,” he said, adding that the Church of Ranong has built five churches and mercy centres in different districts of Ranong in the past three years.

However, some sea gypsies blame Christianity for the break-up of families and communities. Suppachok Talaykla from Koh Lanta in Krabi said he had never seen his brother’s family after they converted and left the community.

“My brother said he cannot return for family reunions and to pay respects to our ancestors’ spirits. His church prohibits him to uphold his original practices,” Suppachok said.

“He cannot have our [deceased] parents’ pictures in his house, nor can he come back to our annual boat-floating ceremony. This angers me, and I’m not sure if I want to see him again.”

Sien said those who were worried over the numerous conversions to Christianity may be surprised that ultimately many would give up the Christian faith.

He said he would be happy if there were just a few believers left in the next two years, from the 30-odd families at his new settlement on Koh Chang.

“I know they came because they needed material help, and that they would leave once they got what they want,” Sien said. “I know some of the new churches in Phang Nga had to close down, because nobody attended anymore.

“Oh yes. We knew this would happen, but we received donations to build the churches, and that’s what we had to do. We could not use the money for other purposes apart from those of the donors.”

Thai investment in Burma affected

BURMA Ref : The Nation
Violence in Burma has affected Thai investment in the country which stretches from tourism, fishery to manufacturing sector, said Kasikorn Research Centre.

To date, accumulated Thai investment in the hotel and tourism sector in Burma total US$228.6 million. Thai manufacturing business in the country totals $614.6 million. Fishing investment value reaches $171 million while agricultural investment tops $2.7 million.

But topping this is the $6.03 billion investment in hydropower project in Salween, approved by the Burmese government in March 2006. Totally, since 1988 when the country opened its doors for foreign investment, Thailand's investment in Burma has risen to $7.38 billion. According to the centre, Thailand is ranked the largest foreign investor in Burma. Among Asean countries, aside from Thailand, Burma also welcomed huge investment from Singapore, Malaysia and Indonesia.

K Research said that if violence continues, Burma could face international economic bans particularly from the US and European Union as well as Japan.

"This could affect Thai investment projects in the country," the centre concedes.

The centre noted that if the violence does not worsen to the level that Burma closes its border, BurmeseThai border trade would remain slow only in the short term. Throughout this year, the border trade is expected to be worth Bt109 billion, or a 5 per cent annualised growth from Bt104 billion last year. This is attributable to the imports of natural gas from Burma, as well as the exports of steel, chemical products, and plastic pellets.

"However, if the situation turns more violent and the borders are shut down, the border trade in the remaining three months could drop," it said.

On the monthly basis, the border trade is valued around Bt9 billion, with Thailand's exports worth Bt1.65 billion and Burma's exports worth Bt7.5 billion.

Ten Burmese Migrants Dead in Ferry Sinking,

Ten Burmese migrant workers died after the small ferry boat they were on was overturned by heavy surf off the coast of southern Thailand’s Ranong Province, according to sources in the area.

The ferry and its 25 passengers—including the captain—left the Burmese border town of Kawthaung and made its way illegally toward Ranong on Monday night.

“Eight people died before we could get to the ferry,” a resident of Ranong who assisted in the rescue of the ferry passengers told The Irrawaddy on Wednesday. “Two others, a mother and child, died after their rescue.”

The resident said the ferry might have capsized because it left so late at night but added: “The ferry was also overweight and the weather was not good when they left.”

The small ferry normally carries on 10 to 15 passengers when crossing from Kawthaung to Ranong, the source said.

Most passengers were ethnic Mon returning to their jobs at a rubber plantation in Hat Yai city in Songkhla Province after visiting their homes in Mon State.

A resident in Kawthaung said the ferry passengers were followed by Burmese soldiers stationed in the area after they suspected illegal activity.

Local Thai authorities are now looking for the surviving 15 passengers, who the source in Ranong said are hiding in the area.

In June, about 200 Burmese migrant workers—mostly Chin nationals trying to get to Malaysia to look for work—were arrested by Burmese soldiers after the launch of an anti-human trafficking program in Kawthaung.

Local sources say an estimated 500 Burmese migrant workers illegally cross the border everyday from Kawthaung, a major point of departure for Burmese migrants trying to find work in neighboring countries such as Thailand and Malaysia.

Kawthaung Travel Essay by Nation Writer

Andaman Club

Burmese Authorities Crack Down on Human Trafficking

By Saw Yan Naing

A Burmese man was arrested for human trafficking on Sunday involving 200 Burmese migrant workers as part of the government’s anti-human trafficking operation in Kawthaung in southern Burma opposite Thailand’s Ranong Province.

The man was identified as Kyaw Win. No other details were available.

The crackdown, led by Brig-Gen Zaw Thein Myint of Military Operation Command, began last weekend with the cooperation of local police, Maung Tu, a resident in Kawthaung. told The Irrawaddy.

“The crackdown is still going on," he said. "The order came from Naypyitaw [Burma’s new capital]. They cracked down on the local resort and hotel as well.

“They [200 Burmese migrant workers] planned to leave from Kawthaung in early morning, but they were arrested when troops raided the resorts and hotels last night.” Maung Tu said that around 500 Burmese migrant workers cross the border everyday from Kawthaung to Thailand’s Ranong Province. Due to the crackdown, boat and ferry crossings have slowed, according to local sources.

Another Ranong resident said, “The [Burmese] government has lunched anti-trafficking campaigns yearly, but they're not really effective.” However, he said, “If they continue their crackdowns like this in the future, it would be effective. But we need to wait and see.”

The Burmese government has launched yearly anti-human trafficking crackdowns in Kawthaung since 2005. More than 400 people involved in human trafficking in Burma have been arrested, according to reports.

A US State Department report, “Trafficking in Persons," released on June 13 said the military government has not done enough to stop the flow of human trafficking, particularly of women and children.

The report said an increasing number of ethnic Burmese girls and women have been leaving Burma in hope of finding work. Children also have been trafficked to neighboring countries for sexual exploitation, forced labor and as indentured street beggars, according to the report.

In addition, Malaysian authorities on Sunday found two Burmese women in the trunk of a car at a northern Malaysian border checkpoint. The driver of the car, a Thai police officer, was arrested, the Bangkok Post, an English language newspaper, reported on Monday.

The International Labor Organization's deputy regional director, Guy Thijs, recently told The Nation newspaper in Bangkok that many child workers are trapped in Thailand by human traffickers.

In December, Border patrol police in Tak found 41 Burmese men and women in the tank of an oil transport trailer without fresh air as they were being transported from Mae Sot to Bangkok.

Last year, about 740000 migrant workers from Burma registered with the Department of Employment in Thailand. Many more Burmese migrants are working illegally. About 70,000 Laotian and Cambodian migrant workers in Thailand are now registered with Thai authorities. An estimated 1 million Burmese migrant workers are working in Thailand.
